There is y there are son usadas para señalar la presencia de un objeto o de varios objetos según sea el caso. Están expresiones se traducen como “hay” y para usarlas de forma correcta se debe tener muy en cuenta el verbo to be.
Oraciones afirmativas:
There is se utiliza con sustantivos en singular, es decir que hay uno solo, existe una sola cosa y también con sustantivos incontables.
Ejemplo:   There is a dog on the table     “hay un perro sobre la mesa”
There are, se usa para expresar que son varios los elementos que hay.
Ejemplo: There are two dogs on the table        “hay dos perros sobre la mesa”
Oraciones negativas: para formar la oración negativa deberás agregar not después del verbo to be (Is, are).
Ejemplo: 1) There is not (isn't) a man on the street    No hay un hombre en la calle.
  2) There is not (isn't) a book on the table                  No hay un libro en la mesa.
3) There are not (aren't)  dogs in the garden -             No hay perros en el jardín.
Oraciones interrogativas: Para formar la oración interrogativa en cambio, el verbo to be (is. Are) se coloca delante de There.
1) Is there a man on the street?            Yes, there is   /  No, there isn't
  2) Are there some books on the table?          Yes, there are  /  No, there aren´t.
